It seems possible that Sarah alternated living with grandparents and mother
In the 1891 census she is included in both Margaret Hayes' family and Martha L Ackers' although her surname in the latter is given as Pilkington and in the former Hayes.

On her birth certificate her mother's name is given as Lydia Hayes. No father is recorded, address Graces Row, Sutton. This is where Martha Lydia Pilkington lived in 1871. It is seems that they decided to give Sarah Jane her grandmother's married name.
